The consulting services (“the Services”) include the RBF Manager (Individual Consultant) assignment for a period of two (2) calendar years from contract commencement date. The objective of the assignment is to ensure the successful design, management, and implementation of the Regional Results-Based Financing Facility under the Project. In collaboration with relevant focal team and the TDF Programme Manager; the Project Manager will also support the design and implementation of the Regional Results-Based Financing (RBF) facility. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (cover/application letter summarizing the relevant experience and indicating its relevance to the assignment, detailed curriculum vitae (CV), copies of documentary evidence of academic and professional qualifications). The shortlisting criteria are: Postgraduate degree in Economics, Finance, Business Administration, Development Studies, or another related field. Minimum of 7 years of experience in managing results-based financing mechanisms or performance-based programs, grants management, preferably within the energy (Off-grid Solar, Distributed Renewable Energy, Mini Grids, Clean Cooking, Solar Home Systems, Productive Use Equipment) or development sectors. Proven experience in program management, particularly in a multi-stakeholder environment involving government, donors, and private sector partners. Proven experience working with multilateral development institutions such as the World Bank and managing large-scale, donor-funded projects. Strong financial management skills, including experience managing large-scale donor-funded projects. In-depth knowledge of monitoring and evaluation frameworks, particularly in relation to results-based financing. Excellent communication and interpersonal skills, with the ability to engage with a wide range of stakeholders. Familiarity with World Bank procedures and guidelines, as well as environmental and social standards, is highly desirable.
