Invitation for Quotations Project Name: World Bank Loan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases – Hainan Province Project (Global “One Health” Hainan Demonstration Project) Contract No. and Name: HN-G-77: Procurement of Negative-Pressure Medical Disposal Equipment for Yangpu Port by Haikou Customs Request for Quotations (RFQ) No.: 0733-26093449 Date of Issuance: August 17, 2026 1The General Administration of Customs of the People’s Republic of China, Haikou Customs (the “Purchaser”), has received financing toward the cost of the World Bank Loan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases – Hainan Province Project (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds toward eligible payments under the contract for Procurement of Negative-Pressure Medical Disposal Equipment for Yangpu Port by Haikou Customs (Contract No. HN-G-77). 2China International Tendering Co., Ltd. (the “Procurement Agent”), acting on behalf of the General Administration of Customs of the People’s Republic of China, Haikou Customs (the “Purchaser”), hereby invites eligible Quotation Providers to submit quotations for the following goods: Negative-Pressure Medical Disposal Equipment Note: The budget for this contract package is RMB 1,400,000.00. This budget is provided for the reference of Quotation Providers only and shall not constitute a maximum quotation price (or ceiling/control price) for this procurement. The Evaluation Committee shall conduct the evaluation in accordance with the evaluation criteria and methodology specified in the Request for Quotations. A quotation exceeding the budget amount shall not, solely on that basis, be deemed non-responsive or invalid. 3You may submit a quotation for the above contract package as a whole (partial quotation is not permitted). The Purchaser will evaluate the goods based on the evaluation factors specified in the Request for Quotations, and the Quotation Provider offering the lowest evaluated price among those meeting the requirements shall be awarded the contract for this package. Eligible Quotation Providers: 3.1 Be domestic or foreign manufacturers or suppliers from eligible source countries, as defined in the World Bank’s current Procurement Regulations, and be capable of supplying the goods and services described in this Request for Quotations. 3.2 Have appropriately qualified technical personnel and the capacity to supply the goods and provide after-sales services. 3.3 The Quotation Provider shall demonstrate that, during the three (3) years prior to the quotation submission deadline (from January 1, 2023, to the quotation submission deadline), it has successfully completed at least three (3) similar contracts for the supply of negative-pressure medical disposal equipment, each with a contract value of not less than RMB 1.1 million. The Quotation Provider shall submit, as part of its quotation, a list of completed similar contracts together with supporting documents, such as copies of duly signed contracts. 4Companies debarred by the World Bank are not eligible to participate in the quotation process or to be awarded any contract financed by the World Bank. The list of debarred firms and individuals can be found on the World Bank website at World Bank Debarred Firms and Individuals. 5Quotations shall be submitted in sealed envelopes and delivered to Room 1617, 16th Floor, No. 59, East Third Ring Middle Road, Chaoyang District, Beijing, no later than 09:30 a.m. on September 2, 2026 (for the detailed address, please refer to Section 11). 6The Purchaser will open the quotations at the time and place specified in Section 5 above. Representatives of the Quotation Providers may attend the quotation opening meeting. 7The Purchaser intends to sign the contract with the successful Quotation Provider within 14 days after the successful Quotation Provider has been determined. 8Address for inspection of the Request for Quotations: Room 1817, 18th Floor, No. 59, East Third Ring Middle Road, Chaoyang District, Beijing. 9Method for obtaining the Request for Quotations: Interested eligible Quotation Providers may obtain the Request for Quotations either in person or by email after contacting the Procurement Agent. The contact details, including the address and email address of the Procurement Agent, are provided below. A non-refundable fee of RMB 500 per copy shall be paid for the Request for Quotations. Quotations submitted by Quotation Providers that have not obtained the Request for Quotations through the above-mentioned means shall be deemed invalid. The Request for Quotations may be obtained from August 17, 2026 to 09:30 a.m. on September 2, 2026, from 9:00 a.m. to 11:30 a.m. and from 2:30 p.m. to 5:00 p.m. (Beijing Time) on each working day, excluding Saturdays, Sundays and public holidays. 10All quotations shall be submitted to the address specified in this Invitation for Quotations no later than 09:30 a.m. on September 2, 2026 (Beijing Time). Late quotations will be rejected. The opening of quotations will be conducted publicly at the address specified in this Invitation for Quotations. Quotation Providers may send representatives to attend the quotation opening. The quotation opening will take place at 09:30 a.m. on September 2, 2026 (Beijing Time). The quotation shall be accompanied by a Bid Security in the amount of RMB 25,000.00. The Quotation Provider shall submit the Bid Security by telegraphic transfer (T/T) to the bank account of the Procurement Agent. The Quotation Provider shall transfer the Bid Security to the account of China International Tendering Co., Ltd. no later than the last working day before the deadline for submission of quotations.
