The People’s Republic of China has received the loan from the World Bank toward the cost of Shaanxi Energy Transition and Innovation Demonstration in the Heating Sector and it intends to apply part of the proceeds of this loan to payments under the Contract for Xi’an City Xincheng District Yangjiacun Comprehensive Renovation Mid-deep Geothermal Heating Project (Phase II) – DK1 Mid-deep Geothermal Heat Exchange Borehole Construction and Equipment Installation Project (Contract No.: XA-YJC-C01). 2. The Xi'an Xinye Industrial Co., Ltd. now invites sealed bids from all eligible and qualified bidders for Construction of mediumdeep geothermal heat exchange wells and installation works for heatexchange station building system. The installation works for heatsupply station building system include procurement of auxiliary equipment, installation of main units, pipelines and valves. The outdoor mediumdeep geothermal heating works cover drilling of geothermal heatexchange wells, excavation and backfilling of outdoor pipe trenches, masonry of inspection wells, installation of pipelines and valves, thermal insulation, pressure testing, flushing, overall system commissioning and other works. The construction period for the abovementioned works shall be 3 months. 3. Bidding will be conducted through the National Competitive Bidding procedures. The bidding is open to all eligible as defined in the Procurement Regulations for IPF Borrowers of the World Bank. 4. Interested eligible bidders may obtain further information from China International Tendering Co., Ltd. and inspect the Bidding Documents at the address given below from September 7, 2026 to October 15, 2026. 5. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified. 6. Qualifications requirements include: (1) Non-performance of a contract did not occur within the last FIVE (5) years prior to the deadline for bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted. (2) All pending litigation shall in total not represent more than 50% of the Bidder’s net worth and shall be treated as resolved against the Bidder. (3) Declare any civil work contracts that have been suspended or terminated and/or performance security called by an employer for reasons related to the non-compliance of any environmental, or social, or health or safety requirements or safeguard in the past five years. (4) Submission of audited financial statements or if not required by the law of the bidder’s country, other financial statements acceptable to the Employer, for the last THREE [3] years (2023-2025) to demonstrate the current soundness of the bidders financial position and its prospective long term profitability. As a minimum, a Bidder’s net worth calculated as the difference between total assets and total liabilities for each of the three years should be positive. (5) Minimum average annual turnover of CNY 52 million, calculated as total certified payments received for contracts in progress or completed, within the last THREE (3) years (2023-2025). (6) The Bidder shall demonstrate access to, or availability of, financial resources such as liquid assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirement of CNY 5.2 million; and (ii) the overall cash flow requirements for this contract and its concurrent commitments. (7) Experience under contracts in the role of contractor, subcontractor, for at least the last FIVE [5] years prior to the applications submission deadline. (8) (a) Participation as contractor, or subcontractor, in at least TWO (2) contracts within the last FIVE (5) years, each with a value of at least CNY 4.1 million, that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section V, Employer’s Requirements. b) For the above or other contracts executed during the period stipulated in 2.4.2(a) above, a minimum experience in the following key activities: i. Upon completion of geothermal well drilling, measurements shall be carried out for well depth, well diameter, hole deviation and borehole temperature. The borehole diameter shall not be less than 220mm, and the borehole spacing shall meet heat exchange requirements and shall not be less than 15m; ii. Installation works of heatexchange station building system, including installation of main units, pipelines and valves. (9) The bidder shall possess valid GradeIII or higher General Contracting Qualification for Municipal Engineering Construction. (10) The bidder shall hold a valid Safety Production License issued by the housingurbanrural development authority. Additional details are provided in the Bidding Documents. 7. A complete set of Bidding Documents in Chinese may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee CNY 1,000.00. The method of payment will be cashier check, direct deposit. The Bidding Documents will be sent by courier. 8. Bids must be delivered to the address below at or before 09:30 a.m., October 16, 2026. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 09:30 a.m., October 16, 2026. All bids must be accompanied by a bid security of CNY 100,000.00 or an equivalent amount in a freely convertible currency. 9.
