TA-10323 REG: Enhancing Green Impact of TBC’s Lending Business (E-058025-001)

The Scope of Work aims to further mature TBC Bank’s green and climate finance framework and strengthen the ESG Academy as a core educational capacity‑building educational platform. The assignment is designed to support the practical integration of climate and environmental considerations into credit risk appetite, lending decisions, portfolio management, and client engagement, while reducing reliance on external consultants and enabling sustainable in‑house expertise. The Consultant(s) will support TBC in strengthening climate-informed lending and risk management by developing climate risk assessment guidelines focused on Georgian context, based on a diagnostic of existing credit and ESG practices, and ensuring their alignment with current processes. The assignment includes the preparation of a comprehensive set of guidelines (including general, portfolio-level, and sector-specific frameworks), as well as the development and integration of a climate risk appetite framework with defined indicators, limits, and risk monitoring approaches aligned with international best practices. In addition, the Consultant will deliver targeted capacity-building and hands-on training to TBC staff to ensure effective application of the guidelines and integration of climate risk considerations into day-to-day lending and portfolio management decisions. In parallel, the assignment will strengthen the ESG Academy by developing specialized technical curricula and training materials on ESG, green and climate related issues. These materials will be delivered through a training‑of‑trainers (ToT) approach to ensure institutional sustainability and ongoing knowledge transfer to both TBC staff and clients. In addition, the assignment will include the design and delivery of pilot training sessions. Feedback from these pilot trainings will be incorporated to refine and finalize the training materials. All activities and deliverables shall be prepared and delivered in English and Georgian. The overall approach shall combine diagnostics and gap analysis, solution design, pilot implementation, and structured capacity transfer to ensure that outcomes are embedded into TBC’s internal systems and processes. The assignment is structured into two distinct tasks. Interested consultants may apply for one or both tasks, depending on their expertise and capacities. TBC reserves the right to select different consultants for Task 1 and Task 2, or to award both tasks to a single consultant, based on the evaluation of proposals and best fit for each component.
