TA-9292 REG: Strengthening Project Preparation Capacity in Asia and the Pacific - Supporting Preparation of Infrastructure Projects with Private Sector Participation in Asia Pacific (Subproject 4) - #1 KGZ: Environment and Safeguards Firm (Wind PPP Project) (E-049407-005)

Background 1. The Cabinet of Ministers of the Kyrgyz Republic (“Government”) has announced to increase its generation capacity by over 10% or approximately 400 MW within next five years by undertaking the development of a grid connected wind power project to diversify its energy mix and increase the share of renewable energy as outlined in its National Development Strategy (2018-2040). 2. As part of this, the Government through Ministry of Energy (“MoE”) has signed a Transaction Advisory Services Agreement (“TASA”) with Asian Development Bank (“ADB”) for undertaking the development of a grid-connected wind power project expected to be located in the Naryn Region with a capacity of approximately 100 MW (“Project”) under a Public Private Partnership modality for international competitive bidding. 3. The proposed project site is located near Uzunbulak Village in the Kockhor District of Naryn Region at an average altitude of above +3,000 m spanning across the ridges of Kyzart Pass. The coordinates of proposed project site are outlined in the table below (“Project Site”). 4. ADB as the Transaction Advisor had selected Project Site based on the preliminary screening and satellite-based wind resource data. The long-term wind measurement campaign at the proposed project site has already been initiated and expected to collect necessary meteorological data through a meteorological mast and LiDAR for a minimum period of 12 months. Other site-specific studies (such as geotechnical, topographical, hydrological) and a comprehensive technical and commercial feasibility study will be conducted in parallel to determine the technical details, such as number of turbines, type and size of turbines, potential locations for wind turbines, access roads, interconnection etc. 5. As part of these project development efforts, to comply with national environmental legislations in Kyrgyz Republic and international best practices (e.g., ADB Environmental and Social Framework, IFC Performance Standards, World Bank ESF), a comprehensive Environmental and Social Impact Assessment (“ESIA”) is required to be conducted in order to identify, predict, evaluate, and manage potential environmental and social impact throughout the entire lifecycle of the Project. For this purpose, ADB as the Transaction Advisor intends to hire a qualified environmental expert with satisfactory experience in conducting environmental impact assessment studies for renewable energy projects or other major infrastructure projects in Kyrgyz Republic (“Consultant”). II. Objective and Purpose of the Assignment I. Objective 6. The overall objective of this assignment is to undertake an environmental and social assessment of the impacts with the execution of the Project. The ESIA will be conducted in accordance with the relevant laws and policies of Kyrgyz Republic and the international standards and best practices applicable for the assessment of wind power projects. It shall ensure all the adverse and positive environmental and social impacts are considered, analyzed and recommend appropriate mitigation measures and monitoring and management protocols. More specific objectives are: a) To carry out necessary site studies and surveys to collect all primary and secondary data to establish a robust environmental and social baseline for the Project’s area of influence; b) To define the project area of influence, and identify and assess potential environmental and social risks and impacts (including biodiversity, climate, gender and human rights) of the Project by using internationally acceptable ESIA standards and best practices; c) To develop and propose technically feasible, cost effective and implementable mitigation measures and monitoring and management protocols to avoid, mitigate, reduce or manage the identified risks and impacts; d) To coordinate and conduct public consultations with all project affected communities and other stakeholders to make sure they are fully informed about the project; and e) To support informed decision making by all stakeholders of the Project including but not limited to the Government, regulators, private investors, lenders, contractors, and the affected communities.
